Its not a big drain, but those 5400rpm drives don't have much performance to spare. It comes with Keystone updater which runs even when Chrome isn't. Its useful, but constant file syncing will slow an HDD down. Show some discretion on where you install software from to avoid trojans and you should be fine. Also MacOS is naturally hardened against viruses/worms. I'm unfamiliar with Webroot, but traditional malware protection sinks hooks into your system to monitor everything that happens, and that monitoring will slow your system down. Option A: Reinstall MacOS onto a faster external USB-3 SSD. To test this theory restart in safe mode and see if performance improves. Best guess: The 5400rpm drive doesn't have enough bandwidth left after Mojave to support all the bloat you have installed on it.
